The items you have are used to play a korean game.
It's sort of like Americans "jacks". I used to play
it back in junior high to high school after coming
back from Korea. I used to have several sets, mostly
made of plastic filled with small metallic beads for
weight. One fancy set I had were made of pure colored
glass.

That link is show that this game exists. It's called
kongji if I remember correctly. You throw all 5
stones on the ground and pick one up, throw it in the
air, pick another one and catch the one thrown.
Repeat til all 5 stones are picked up. Next you do
the same with picking up 2 stones at a time. Then 3
(3 stone + 1 stone), then 4. After you finish that
cycle, you have them all in your hand, toss them and
try to catch them on the back of your hand (need to
catch at least 1). after that, you toss em back up and
try to catch them all (you have to catch all the ones
you have on the back of your hand to continue -
normally you catch them in a palm down swiping
motion). Points are scored by catching these "jacks".
You lose your turn by either missing one of the
trhwos, or the last throw, or if you hit a stone you
shouldn't (lying on the ground).
The ones you found seem to be from the 2002 world cup.
It's very reasonable that Korea would create these
because they hosted the 2002 World Cup and it was a
big deal to the country as a whole. One of them seems
to be missing the back cover. This is common since
when I used to mess around with my sets, I would open
up the backs and change the amount of weights in them.
