Thought it was a bullet of some sort at first.

I believe it does open. But can't say for sure and unable to get it to open. I forgot to mention does not float. Does seem just a little bit lite for the size of brass. could be a mascara tube. Probably was surrounded by wood which rotted off over the years.

It might unscrew, but I can't get it to come undone it also could be pressure fitted but it sure looks like two pieces.

IF you have two sets of pliers... take some duct tape and wrap around the teeth...
You can also take folded up piece of paper towel... make it thick then tape over and on...

Spray pryer to doing this... on the joint... some WD40 or PB blaster and let sit while preparing pliers.

try to use pliers that have half moon mouth/grip/teeth/design/whatever the hell it is called.

gently grip BOTH side of "line" ...make sure you EVENLY distribute pressure etc... and slowly try and twist back and forth... little tiniest bit even.... then back etc...
Should work open if "press" fit.
If threaded you will start to know this ... around this point.
