Bill, I feel for people since I came from the working poor.
A user on the forum in NY city worked on getting the homeless into housing, a start on getting cleaned up, clothing, all the help which is available. He reported the efforts were nearly 100 percent futile. The people were drug addicts mostly and did not wish to leave the street. There are a number who are mentally disturbed and, depending on the state laws, the police really do not want to be called to deal with a homeless person who is causing a disturbance. Because they have to take the person to a hospital and wait for an evaluation. This can take 3 or more hours. Finally, the person is taken to a jail or hospital depending on the results of the evaluation. A large chunk of the officer's shift has now been spent sitting at the hospital.
For a long time we had a problem in Springfield with panhandlers, who were supposed to be homeless, on the intersections. Traffic there is usually a mess anyway and you had people stopping cars to ask for money. The city council voted to outlaw panhandling and the aclu threatened to sue. So the problem remained. People took photos of these "homeless" panhandlers being let out at intersections, being taken elsewhere, and taken to comfortable homes at the end of the day. Word had spread that the city was a good target and things were getting out of hand. People did give these people coats, gloves, and other items. These were left behind on the roads, and photographed by an official. There were women and children being left by men to beg on corners by men, and it was learned some of the women did so out of fear.
City council bought a van to drive about, and offer the folks a ride to get a meal, shower, and help them find housing. And work if they wished to apply for a job. Utter failure.
Imagine how attractive a city appears to new businesses with people begging for money at stoplights one block after another.
I don't know how, perhaps they checked with other cities who had ordinances against panhandling, but they did craft something which stuck. I need to see how they got around it. There had been people getting hit while engaged in panhandling. If it were not for the problems it causes, and people who pretend to be homeless or vets, and the crime and poor image, I don't care if people want to beg for a living really. But there are many resources for those who need help.
I feel really bad for kids who end up suffering the most when things go off the rails because of the irresonsible adults around them. Women who take up with one bum after another and are left with another child as a souvenir just really doom these kids to poverty. The bum just moves on to another woman. Even in this little town there are all the resources you can imagine, free birth control, as well as churches. But you can bet the kids will grow up to repeat the cycle because that is what they learn.
Also, I found 40 cents in the backyard lol. All in a small area.
