I may be a bit off line on this one, but what happened to the salvage laws. Here is a link to what I mean:

Now has anyone taken this aproach to salvaging? It seems to me that in states where they try and claim everything that you would be able to place a salvage lien on the item, turn it over to the U.S. Marshals and then either collect the money or the item if they failed to pay the lien. Once the item was turned over to the U.S. marshals, it would be out of the states hands and in the feds.
