Riparian rights on waterways states a navigable as at one time being used for a commercial purpose. Some navigable streams were used to transport timber, thus are public domain high water mark to high water mark. There is a list of the navigable streams for PA in Knud Hermansens Survey Practices and Procedures for PA text.
 

I just joined Deleware valley gold prospecters assoc. good site good people they meet once a month I believe you meet with them sign a waiver and they will help you
 

Even if the stream/creek was a navigable waterway back in the day and is no longer you can wade through it. We have a property owner by my house that has a stream that runs through it, he kicked my father in law off of it. I researched it. It is in the rule book you get with your Pa fishing license. Good luck with your new hobby.
