"LEGAL NOTICE

PUBLIC NOTICE

As part of the Military Munitions Response Program, the U.S. Army Garrison West Point (West Point) announces availability of the Proposed Plan for the Michie Stadium Munitions Response Site (MRS) located in West Point, Orange County, New York. The Proposed Plan proposes Risk Management as the cleanup alternative for this MRS. The Army is the lead agency responsible for environmental investigations and cleanup activities of this site under the National Oil and Hazardous Substances Pollution Contingency Plan (NCP) and the Comprehensive Environmental Response, Compensation, and Liability Act. The New York State Department of Environmental Conservation and United States Environmental Protection Agency – Region 2 are supporting agencies in the decision making process. Based on the investigation results, the Risk Management alternative provides the best option with respect to the evaluation criteria considered for remedy selection. This alternative includes managing risk through establishing land use controls, distributing public awareness/education information, and requiring unexploded ordnance construction support during digging and excavating activities. The Risk Management alternative is anticipated to effectively manage the risks to the public and athletes using Michie Stadium and to West Point personnel and their contractors performing maintenance or construction activities at the MRS. This alternative can be readily implemented to achieve the remedial action objective in a cost-effective manner while providing a high level of overall protectiveness relative to current and future use of this MRS. The Army expects the preferred cleanup alternative to meet regulatory requirements and to satisfy the statutory requirements under CERCLA. On February 17, 2014, the Army will begin a 30-day public comment period for the Proposed Plans. "

There is a fellow Tnetter who was brave enough to metal detect there and dug a complete canister shot

Yeah.... Uh this IS NOT CW era ordinance, it will be WW2 to roughly Vietnam era based on how it looks.

To address another question of safety.... If you find a MODERN shell of this type, with a threaded fuse either in the nose or base, LEAVE IT ALONE. over time corrosion can make the fuses unstable and a jolt can potentially detonate them. You do not want to be anywhere nearby one of these things going off. These are dangerous if they've been in the ground and should be left to a professional.

This one having no fuse is nothing to worry about, since there is no means of detonation if there even happens to be a bursting charge left inside. If you're uncomfortable handling it, then leave it alone, but consider looking for a collector in your area and telling them about it before calling the bomb squad, they will be able to identify it and determine if it is safe.
