The Logging Railroad Era of Lumbering in Pennsylvania, by Kline, Tabor, and Casler is a 13 volume set of booklets (plus addendum) that covers a number of logging railroads and companies across the state. There are a number of the booklets that cover the northern tier.
The booklets are largely out of print; a few museum stores carry them, they show up on Ebay from time to time, or I'm sure your local library has them. I'd highly recommend them as a source of more information about the location of the logging railroads in the area you are looking.
