Reminds me of one of those old combination tie/collar, holder/keeper.

Is that a piece of leather still attached to the back?

Is this some type of hair clip or something else, it's got a tiny bit of material in it that's kind of tough.
Here's some more pics, I thought when I unhooked it maybe it was a type of scissor tool but I don't know . That piece of leather in middle wouldn't make sense

I have found quite a few of those. No idea what they are but proximity to utility poles and the road, in my case, leads me to believe they are related to utility company work.

Is it aluminum or stainless steel?

Suggestion-
Clean the backside really well with water and a toothbrush.
See if there's any marking or patent numbers.
DON'T scrape it with anything. That can destroy markings(don't ask how I know)
