I think it might be leather is hard and tough

Here's some more pics, I thought when I unhooked it maybe it was a type of scissor tool but I don't know . That piece of leather in middle wouldn't make sense

I have found quite a few of those. No idea what they are but proximity to utility poles, in my case, leads me to believe they are related to utility company work.
