WWI propoganda?? What the heck is this?

My son found this while we were metal detecting at a house built in 1896. Does anyone know what it is? It is about the size of a half dollar and appears to be copper/bronze. The quote on the back says "The prussian is cruel by birth civilization will make him ferocious"

it says very rare, but it also says $18

i would think it would go for more, as it is pretty old and mentions the Lusitania
