What is this supposed to be it has a hole in the top and is about a foot and a half tall "signed black 1980" candle holder? Anyone recognize this figure

Not very practical for a candlestick but you never know...

because one eye is covered I'm wondering if it is supposed to represent a pirate.
But looks like a typical troll figure to me.

as for use other then Beatify the house . too narrow for an umbrella Stand.
Too short for Hat stand. & only one shoe would fit at a time.

perhaps there is a ash tray or Incense Burner Missing from the top

I was thinking he had a pipe to.......but where the hole is it is painted the same color as cloak so it didn't look like a break to me but looked purposely left open for something

I agree the hole itself is probably not important to the use.

I think it looks like 1480 I mean the 8 is rounded why would he make the 9 not rounded? Looks like a 4.

In the very first picture, is that a base on it ?
It bothers me how tall and unstable this would be without one.

Then I think it may of been a lamp ... but it would need a base and another hole for the cord to come out.
I'm drawing a blank ...

I thought it was broke at first to but if you notice it has the same color paint as the cloak......so I would think not a break
