What is this supposed to be it has a hole in the top and is about a foot and a half tall "signed black 1980" candle holder? Anyone recognize this figure

don't y'all have street fairs east of the Mississippi? Time was when summer craft fairs were packed full of stuff very similar to this item...lots and lots of that fantasy image stuff.

still have a big craft fair nearby every year

because this part appears to be bent inward.





I think if it were straightened out.
something like an ash tray would set in top.
however it 's a bit short for a floor stand ashtray.
and too tall for a tabletop ashtray.

I also think the Subject matter would attract someone
more likely to own an Incense Burner.
so the more I see it, The more I lean that way.
and believe there was a tray for incense on top
