IMO...
amendments and anything that requires 60% votes are a scam ...
When something requires a 60% majority vote it is almost certainly doomed and they know this.
Nothing more than an initial setup "they" know is destined to fail passing.
If you look at statistics it is almost always the case.
Recreational Marijuana - 55.7%
Right to Abortion - 57.1 %
Total BS.
