what is it? brass spout found in creek?

Wondering if someone could tell me what this is and might be able to date it... It has threads on one end as if it screwed into something and then a spout. Found it in the creek by my house. Ive also found a lot of broken cork top bottles... Including one full inkwell here. So im assuming that this spout is fairly old. Including pics of the spout and the inkwell :)

Just to let everyone know... The inkwell wasnt found with the cork. I included that haha

Looks like that could be a possibility. And what do you mean by TOC?

The valve is a fairly common design that could be used for a number of things. I've seen them on all manor of old equipment and vehicles for a fuel shut-off.
