I see one reference that these are from Germany, and it seems that's the case as it says "Made in Germany" on the card holding the buttons, at least on this one, other cards I saw doing a search doesn't say where they were made, and some say "made in England".

The following site says late 19th to early 20th century timeline, a little over halfway down the page, but doesn't have "made in Germany" printed on the card, a added note says that some of the card are printed with "made in England" on them.

This one says "made in England"
