What does this go on?

I found this today, it is metal,that a magnet will stick on, it shows on the bottom no. p-281,it shows some wear and it almost looks a CY melted in the curved handle. Is it modern day or from the civil war? thank you for any help

i think ive seen these on hatch covers for access to tanks....weather it be for loading or access to clean the tank. imagine a piece of plate steel .... say 2ft x 2ft laying over a square hole on top of a tank a couple inches smaller. these would go on the bottom side of the cover to hook under the lip of the tank and then large wing nuts on top would be tightened to make a seal. on the bottom of the lid would be a piece of 1/2 in x 1/4 in flat stock welded around the lid a 1/2 inch from the edge to so the channel on the piece in question would catch on the flatstock so it would not turn once it was rotated to hook under the lip of the tank. BUT.....just a wag dave

there are many of these on large boilers, they hold the doors closed a bolt goes through the hole and is fastened to the end sheet.

Hi All , First time with a possible answer. Are there any coal mines near where you found these. I was thinking like a tooth, in a take up chain, to move the coal down the drift. Thanks to all you people sending stuff in.It's keeping my brain , well oiled .

I think that this item is a clamp for securing railroad tracks to railroad ties. It looks like a spike would fit nicely through the hole. The curved part looks like it would fit over the rounded edge contour of a railroad track and a spike would be driven through the hole to secure it to the railroad ties. It also looks like it is very sturdy, and was designed to withstand a great load. The markings could be some kind of part number (p-281), and the others could be a foundry mark or something like that.
