Weird and Ugly Little Statue

Does anyone have any idea what this thing is? It's made of some kind of metal. He sits on a metal cup with his mouth wide open and he also has a hole in his rear which could empty into the little cup The whole thing stands about 7 inches tall. It used to have paint on it but it's all worn off except on the bottom of the cup. I can make out the words National ProXXXXXng and Chicago Ill. Anyone know?

Peachy, I don't know what to say about this find, it's a neat find...but freaky looking. I'll use it for a outside butt can. Better yet, you may get high $$ for it on ebay.
