It appears to me to be a bar "bottle opener". The strap holder probable had a leather or other material attached to a bar for handling. The interior layout appears like others in that the two smaller pieces look a little arched.

Definitely a belt buckle but I don't think the language is Russian. I'll check it out with my Russian colleagues tomorrow. (Just goes to show - any TNetting is best done at work 8) :o )

Here is a complete example of a Russian Boy Scouts buckle:

Cool ID.

My Russian colleague, Anton advises;
the acronym along the oputside top reads something like, 'Organisation of Russian Young Scouts'
while the outside bottom reads 'for Russia'
The lettering in the middle part translates as 'Be Prepared'.

Anton considers this badge to be post 1990.

Hello! Some facts - О.Р.Ю.Р. - it is a scout organization , it was founded in 1946. О = organization Ю= Young P = Recon
in fact its siberia's turistic's club now.. Buckle Im realy not sure but I think also as Anton - its past 1990
