The Confederate Special and Secret Bureau was a semi-official agency run by CSA Sec of State Judah P Benjamin, which included the CSA Signal Corp and the Espionage Group (both employed codes), Torpedo Bureau, Submarine Battery Service, and Foreign Agent Division (fellow KGC John Slidell, and Teddy Roosevelt's Bullock uncles were agents in Europe).
In November, 1864, The Confederate Congress made the CSA Special and Secret Bureau an official part of the CSA War Department.
April,1865. before leaving Richmond before the Fall, Judah P Benjamin burned all the records and papers of the CSA Special and Secret Bureau.
While in Danville, Virginia with CSA President Davis and other members of the cabinet, Benjamin gave CSA Major Edward S Hutter (Ward's cousin), his personal copy with handwritten annotated notes of Vattel's LAW ON NATIONS, which was used as a Confederate code book for communications with his espionage and foreign agents.
