I don't have any scissors that would be reasonable to photograph for this post.. The only ones I have are a big fat pair that aren't anywhere close to the intended size (if it is a hanger) I asked a couple neighbors and they don't have them either.. I appreciate your help with this one, just not worth it to me to buy a pair of those scissors

If someone is able to photoshop overlay the pairs that I posted, I think we will eliminate scissors as a possibility. Like you say, its not even close with a large pair. It would have to be a tiny pair and I believe it would not fit either. I spent several hours researching and Im losing interest too..

Do a Google images search on "Picture rail hook" and you'll see them. I didn't find any EXACTLY like this one, but I can see how the wire or cable would loop over the top prongs then inside the bottom tabs to hold securely.

I think the crown is just a crown motif with like no significance.
BTW a lot of the picture "wires" from this era were fancy cords with tassels.
