It's really hard to tell from just your picture, but my first impression is no. It just doesn't look like it has any flaking at all on it. I can't really tell about the tip though and it is possible it could have been an engraver.
 

Looks like a type of Quartzite, can't really tell if its worked or not. It does have a similar shape to a spear point but its a long shot me saying that. A side view might help.

At the least its a sliver of quartzite that has been struck from a core. Those things were struck from the parent stone for ease of transport from the quarry site. Up your way, I understand that those "core blades" were actualy the usual knife type for some cultures. Down here, they were generaly worked into points. If you can, you might take a magnifying glass and study the edges on it to see if there are any tiny flake scars whick would indicate use as a knife.
