Not an axe, perhaps a cleaver. Also seen something similar for cutting heads off grain (wheat, rye, etc) in the day when it was shocked.
What purpose would the hook serve? Looked like a lochaber axe to me.

The blade is on the opposite side which is what confused me. Its curved backwards. Could be though!
