Hunter, I think I know your lady! Judging by your photo, her eye looks like a vertical oval with no pupil, and her stance has an 'attitude.' I think she is MAGGIE from the newspaper comic strip, 'Bringing Up Father.' It was a most popular syndicated comic that ran from 1884 to 1954. Many readers called the comic Jiggs & Maggie. Maggie was a social climber and knew how to use a 'rolling pin' on Jiggs' head after he had a night at the local tavern.
Your statue looks to have been made around the 1930s-40's-50s, which was the height of popularity for Jiggs & Maggie. I haven't searched for Maggie statues yet, but thought this may give you another avenue.
