The easy part of the ID:
The letters SC on Roman coins stand for Senatus Consulto, which translates to "by decree of the senate". This was a mark of approval for certain people to mint coins.

My first candidate is Augustus

but Germanicus, Drusus Minor and possibly others also featured the emperor facing left with SC boldly centered on the reverse.
