It is nice..but not a scraper.
It's a preform to a projectile point or blade..it's a step in the process from blank to perform to point/blade.
By the flaking and the basel thinning as well as the general shape that could well be a paleo perform.

I agree with GatorBoy but think that it is an aborted attempt, something was not right with the stone and the knapper abandoned the project.

Gator, I see Clovis in the second pic. How did they get Clovis preform from the first piece? Context alone?
 

It was from an entire assemblage..
All from one site.
An archaeological dig..not an isolated find.. I referenced the site.. you should read about it it's a good one.
The process from blank to finished Clovis is pretty well documented.
There's not a lot of Paleo stratified sites.. but there have been some good ones.
