Could it be a campaign tag?

The depiction looks like it might be Winfield Scott (aka “Old Fuss and Feathers”), commanding General of the United States Army from 1841 to 1861.

Scott was the Whig Party's presidential nominee in the 1852 election (defeated by Democrat Franklin Pierce) and that might tie in with the 185? Patent date. Perhaps a watch fob produced for campaign supporters?
