Possible Civil War era printing block

Only good find so far of today but was pretty happy about this one. I dont know exactly what it came off of but it mentions either "sections of the Union" or "actions of the union" as well as mentions the state where I live (Georgia) and mentions i believe soil & pasturage. Would be awesome to know what its actually talking about - maybe some civil war buffs out there can give some knowledge? The picture is flipped as the text is normally reversed.

Found another piece, hopefully this helps with getting more info, the title appears to be "R M Shepard a (stanbury?) at ????"

Nice find/finds Andrew,

Most of the time local events were set in block type and were blocked at the press. Wide spread advertisements or perhaps governmental postings were often mass produced and distributed to the papers with the best distribution.

This is a likely example of that policy.
