Please Help us identify this brass or bronze figurine emblem?

A friend of mine found this recently and I am wondering if anyone can help us identify it? It appears brass or bronze to me, larger than a belt buckle and seems to have once had pins on the back to attach it to something?

I always helps getting the actual size for proper identification.
Looking at the backside of the item (and the woman's fingers) it has 2 attachment points.
Either loops or a hinged pin and open eye loop of the opposing side.
This would make it a brooch of some sorts.
If there was a bar loop going across the piece then it could be a Sash Buckle.
