Pin Found at GS Camp

I found this pin at a Girl Scout Camp that opened in 1940, and is still in use. This pin was down 6", so it's been there for a while. Looks like brass, the back has a really dark patina, with some solder remains. The front just looks like random paint streaks. Just wondering what this pin was for.

I'm guessing it's an enameled craft item, made at camp. I was a GS leader for 15 yrs and it looks like something we've done before - copper blank, put powder on in a design, heat, and its done. Not a membership or earned item.
