Old Soviet Pin help

Hey all,

Haven't been able to get out much since school and cross country have started, but I've been going through some old things of mine when I get free time. I was looking through some stuff I found at flee markets and yard sales last year, and I came across this pin. I was given it by a nice woman at a flee market, who told me her late husband bought it, along with other items, off of Soviets after the Berlin Wall was taken down. This was the last one she had, so I've kept it pretty safe.

I really want to learn more about this pin. I'll give you guys as much information as I can. The pin has an anchor behind the star (that's a bit obvious), so I was thinking this may be some sort of Navy pin? But at the bottom of the pin, there is a pair of wings. It's roughly the size of a quarter (as shown), and is maybe 3-4 grams. Definitely weighs less than an ounce. Also, the letters on top read "ДОСААФ СССР" and the bottom reads "ЗА АКТИВНУЮ РАБОТУ".

Any information is great. And even if you just give me a guess, it's probably better than what I've guessed. Thanks in advance, and HH!
