Not completely so with wildlife refuges. I was looking for an old mining area a few years back, ran into the game warden. This was during hunting season by the way, he pointed out where the area was, told me I could look, but not so much as kick a rock, yet, the hunters were out and allowed to shoot game.Give him a Handy Wipe
In the USofA, it's called Public Lands that are closed to the public. Wildlife Refuges where we are not allowed to even WALK through.
In the past, the US government has conveniently located military reservations on many of those sites and make them top secret operations. Groom Lake anyone? Victorio Peak happens to be on a military reservation.
