found this while cleaning out my parents house, i know they have
had it over 50 years. any ideas what it is or signifies ?

treber means "hops," or "spent grain," so I'm thinking it has something to do with beer. Don't know that for sure, I just tried a Google translation, and thatls what I got.

It looks like a pipe bowl tray, to me.
Also, the guy on the rim appears to have a pipe in his hand.

I think you may have it. If you look at the barrel it has a cut out on the rim that would hold the pipe stem.
