Jeff, you're probably right when you say that Spain didn't compensated the merchants. I went back to an article from Calero and, in an incredible exercise of misinformation, he is able of suck and whistle at the same time. In an article from October 13, 2008, he writes down on the headline that Spain did compensated the merchants. If you keep reading that article, you finally see that it wasn't like that.
