It reminds me of part of a slide bolt latch.

Maybe part of a power company's "pull-down" switch gear. Were there utility poles in the area?

Yes, there were some poles nearby but not within approx. 50-60 yards from where i dug it up.

A tent or canopy pole bracket would be my guess. The X side certainly appears to want to go into a pole. Does it happen to be the right size to fit into the opposite end? Just bend it around and check :tongue3:
Anyway, it seems like the loop would then be for a rope tie down.

Here is something even stranger...His dad found another item very similar at another park in a different town. He is going to be getting me more images of this and of different angles. Check this one out.

Yes, it is crazy and this one item may just put my in the nervous hospital if i cannot figure it out, LOL.

That spring and "eye" are very consistant with utility company's gear that can be operated with a pole-hook. I'm still thinkin switch-gear, fuse-pull or hook-pull.
