Need help with ID, maybe pocket watch but not sure?

I found this detecting in my neighbors field last summer, any ideas as to what it could be? I was thinking pocket watch but its kinda weird to be one...It has multiple layers and it opens and swings on a gear thingy.

My guess is with the fishing reel. There may have been another outer part (casing) with another gear and crank, which would make the whole thing a larger diameter. But also the timer idea sure looks right too.
