need help identifying ?

this is some kinda cup or decorated peice not real sure its been passed down through my family and wondering if anyone had any ideas. its smaller than a coffee cup i think its a tea cup but the four legs kinda throws me off.anyway i know you guys on here are pretty good at identifying stuff so gany help would be nice. sorry about the big pic my sister sent it to me
