Military Buttons?

I found these on a very polluted "beach" in Baltimore City. No one in their right mind would swim here, but the area does have a little history. The one on the right looks like from the US, but from when?

The one on the left is hard to see, but here what I see under my loupe: A 2 headed eagle, behind a shield and under a crown. The letters I can make out say something like "burg co ty 1790" (or 1720).

The left facing eagle's beak is pointing at the date. The right facing eagle is pointing at a word that ends in "nst".

In the picture, the arrow is pointing to the top of the button.

That's about the best pic I could muster of 30 tries, macro, bright lights, tripod and flash.

Anybody?

On European Military buttons, a two-headed eagle can be Austrian, Russian, or Prussian/German ...depending on the time-period. The "precise" details in the logo on coins, which are dated, can help ID the country (and era) the Military button is from. Sounds like you've already done that and feel you've come up with an exact match for Austria's double-headed eagle logo. Just wanted to let you know that there are (at least) two other alternative possibilities.

Thank you for your interest! I plugged what little I described into Google Image Search. In my opinion, the image below is a ringer for the one I found in every respect. If this button can be tied to something of historical interest, I might have an original.
