Memphis 1900 Population Medallion (???)

I dug this on an old home site in rural western Kentucky.

It is slightly larger than a quarter and made of brass. It obviously hung from something.

Any ideas as to why a city would issue a medallion commemorating its population? Any specifics on this item?

I can't find much. But, I did find out that in the 1870's repeated yellow fever outbreaks retarded the city's population, preventing growth. However, by 1900 the city had recovered and boasted the states largest population (before that it was Nashville), and the second largest in the former Confederacy (New Orleans was 1st I believe). Maybe it had something to do with that. :dontknow:
