I'm gonna guess that it's a wine decanter...it's beautiful, especially for $28.00.

Yes it is rather nice. It's a claret jug.

Difficult to say who it's by, or whether it's silver or plate, but I suspect plate and possibly "Old Sheffield" plate, which is generally rather thicker than electroplate. It's very similar in style to this one from Walker & Hall of Sheffield, which has full Sterling hallmarks, but many of these jugs plagiarised design elements from earlier pieces (as did Walker & Hall themselves).

My guess is that it's American and probably late 1800s. I wouldn't rule out it being silver, but I'm doubtful.
