IMO... Harvesting HVAC water could be a solution.... if nothing else... a way to take the strain off current system.

If they collected all the HVAC produced condensation from just the casino's alone they would make a dent... and require them to use water produced to feed trivial things like fountains.

Copious amounts of water exists in the air my fellows.

I collect roughly 5 gallons everyday on hot days... enough to water all the plants in my yard.

They could build a canal or pipelines and allow some of the water from the Mississippi River and Missouri River which floods often to empty into the Colorado River.

All I know is it worked for me,If I,m not mistaken,which I could be,sunlight kills the bacteria once you run it out on the ground in a garden.Straight from the AC to a tank,no sunlight,that could be bad.A dab of Chlorine could take care of that I,d imagine.

I,m in full agreement on the engineering aspect,we got some good engineers.We got some crazy environmentalists too. Ignore them,build the canals and or pipelines and solve the problem. I have no doubt it can be done
