The type of locks in this discussion would be very well suited for use on a callbox. Usually these keys were moulded from steel and the bittings (cuts in the key ) would sometimes be refined by punching or further machining for smooth turning operation. There would be no reason that the keys could not have been made from brass. Being made from steel makes the key last longer. Many brass keys made today are Nickle-Silver plated for this reason. Tubular keys for a vending machine (Soda machine for example ) are made from steel.

Hey G, just checking out some of your posts and found this one. as you know as your locksmith, I can tell you, show me it next week when we get together. :) My first impression is in line with "oldcrazylarry" it's most likely a police call box, or Fireman's call box key, I have a bunch also.
