Kennedy "Not Issued for Circulation" Question

I recently purchased the "red book." :read2: I noticed that for many of the newer halves there is footnote which states, "Not issued for circulation," such as the 2007P. What exactly does this mean? Does anyone keep these halves?

I think that since 2005 you could only get half dollars from the mint for $14.95 a roll. They were produced for collectors, nor for general circulation.
 

Saving NIFC halves is like saving Zincolns, and hoping the price of zinc is going to skyrocket in the future.
 

Hehe if its clad I just throw them back. I just got my second 1970 half. I do save the less impaired proofs and any that appear to have cracks or oddities.
 

They will do nothing but go up in value. Keep every one you find. Seriously. Keep those out of circulation.
