Just another NEAT 1800's Mystery Item

I dig items practically every week that are whatizit's,some i post and most I put in a container and forget about 'em but I dug this today at an 1800's cellarhole along with a no date "fatty" IH and just thought it was cool enough to post.
It has a very smooth surface like some sort of alloy. The VDI on it bounces around between 18 and 50.The two holes line up perfectly like there may have been a pin through it for some purpose?? Thanks for havin a look and for any suggestions on it's identity.
