Looks to me like a mediaeval strap end, used to prevent clothing and legging straps and thongs from fraying or curling, and to add weight such that they hung attractively. There are a myriad of different forms but, if you Google the term, you may find similar examples.

Maybe half of a cloak fastener. Although it is a bit small... For a child's cloak?

Cartouche is a style of work? Or you mean like a mold?
A cartouche is a necklace pendant, most notably done by the Egyptian jewelry makers for centuries. I have a few gold ones I had made for you wife and daughters while in Egypt in the 80's. Here's an example of a silver one. What you have has the right shape, that's the first thing I thought of. Or it could jut be a cool looking zipper pull.
