Its clearly a Pre-1800's East Coast Fidget Spinner prototype. The Ball Bearing Race design wasn't patented until 1794. Pryor to that the "Fidget Amusement Device" was much more boring and hadn't caught on yet.

No numbers I've looked it over i cleaned it there's no markings just smooth discs Thanks ....its probably a clock part ?

... I'm assuming that the post going through that small disc (next to the slot) goes through the center disc and anchors into, but not through, the third disc?
