I’d say that’s steel, not cast iron and modern based on condition. Linemen use some large bolts (directionally that size)on power poles, but not certain if they use eye bolts.

Agreed with N. The uniformity of the shaft and the threads show that is machine made, not handmade by a blacksmith.
