All,
Found at old house sight that fell around 1950's. At first I thought Lipstick tube, but unsure as I do not see any way that it could push the lipstick up.
On the base it has Letters F, E. and a image of a crown. Also looking at the tube sideways the tube tappers a little just a bit down from the base.

It DOES look like some of the old lipstick cases. However, might be a seal, for making wax seals on letters. :dontknow:

is it solid ? or Hollow ?
it almost looks like a Die. or Stamp.
but could also be a Handle of some type.
what does the other end look like ?

is it broken off , Or does it look like someones been Hammering on it ?

Pretty sure it is a vintage Estee Lauder lipstick tube here is a pic of the lettering.1-dsc_0104.jpgThe way you would have raised the lipstick was by removing cap then twisting the bottom while holding the inside tube.

if Lipstick The Crown label suggests British.

Could the shape Represent the Tower of London or other European landmark ?

Estee Lauder was born in Queens New York that could be what the crown symbolized?
