Help Me Figure Out What's Going On - Razor Blades Wrapped Up in Foil with Picture and Thread

OK this is the 3rd one of these I have found now.

Metal detecting a park in Central Texas and I keep finding these folded pieces of foil with a picture of something, a couple broken razor blades, and some tread. This is the 3rd one of these I have found now.
The picture is not legible but it seems to have been printed on an 8x10 piece of paper, a thread tied to it, and several broken razor blades.

Anybody have any idea?

Can't tell much from the pic but maybe something related to Brujeria, or just trash? This is a thing I found once. I saw a tightly folded piece of paper on the ground, with a pic of a pretty girl visible. So I picked it up, and found the paper was folded tightly around a penny. This is from an old Mexican bruja thing. You have bad luck, or problems, you wish them on the penny, then wrap it up with a pic of something that would catch a guy's attention, like a half naked lady. When a person picks it up, all your problems are transferred to them. Well that didn't work out for them, but maybe the person who followed the bruja's advice felt better.

Kinda hard to tell anything from the pic, but I was going by your description. Do you have to dig to find it or is it visible so it attracts your attention? If it's visible and gets your attention, I would say some sort of witchcraft thing. Not sure what culture though. If you had to dig to find it, I have no clue. Brujas don't usually consider us detectorist their target demographic, haha!

They are buried about 4 inches in the ground. I managed to reconstruct one of the pictures that is in the foil.
