Help identify the coin

Please help to identify this coin.

Appears to represent an 8 R coin; I see what appears to be an 8 where the 4 would be. How much does it weigh (after taking off the metal band around the coin)? A 4R coin standard weigh would be about 16.6 grams. The center area would have three sets of three initials: PLV SVL TRA. In the area where the third set of initials would be located, the coin (if it is a coin) has been 'adjusted' by an over-stamp with which I'm not familiar. A pic of the edge of the coin would be helpful.

Weight from the seller 12.51 grams. My scales are broken, now I can't check again. I was interested in the number 8 where there should be 4, so I bought it to understand in more detail.

I'm not too crazy about the rim photos of this one....looks like a seam and some plating coming off. Hope you didn't pay much.
I bought it) But, It's not the amount I should worry about. I bought it for my own interest, to take a closer look at the item and listen to the opinions of other experts/collectors.
