I'm thinking it's a model soldier of Bonnie Prince Charlie due to the bonnet and kilt.

An unlikely find in Italy, I would have thought. Bonnets, voluminous pantaloon britches and other apparel resembling 'skirts' were typical dress for upper class men in the Renaissance period of Italy and elsewhere in Europe. Both for civilians and military personnel. Depending on the size it could be a statuette or a child's toy figure/soldier... but probably not actually produced in the Renaissance period.
